The Constellation Awards are fan awards. In order to vote:
From http://constellations.tcon.ca/vn.shtml#wcv 1. You are either a Canadian citizen (not necessarily living in Canada) or a permanent resident of Canada, OR 2. You were a member of the TCON Promotional Society in July of 2008 (during Polaris 22), OR 3. You are currently a member of the TCON Promotional Society, with a membership not expiring before Polaris 23 (July of 2008).
(That last date for Polaris 23 is supposed to be July of 2009, I'm sure. I emailed them about it)
So, non-Canadians can vote if they pay at least the $10 non-attending con membership fee. Everyone must also pay a $5 voting fee. I like charging for voting. It'll stop major ballot stuffing (darn!).
