Photo Shop or PaintShop Pro? Help wanted

Everybody is doing such cool icons and banners and such and I want to do it, so, what's the best package to get? Right now I have windows 2000 but will probably  need something that will be usable on (ack) Windows Vista...

I have and use Photoshop CS2 at work, but at home I use Photoshop Elements, which is great for things like icons and the like. It uses layers, masking and filters, and I can also use my wacom with the program as well. I used it to create my elves :o)
