Flickr is not a a image hosting site in the same way Photobucket or Imageshack are, it's supposed to be a photography site for people to share their own photography - the rules specifically state:
"Don’t upload anything that isn't yours. This includes other people's photographs and/or stuff that you've collected from around the Internet."
Really it's not a difficult concept, PB accounts are free and incredibly easy to set up, there's no excuse.
