I checked his blog (http://lettersfrompegasus.blogspot.com) and he said "I haven't heard anything definitive yet, but I do know I'm in two of the first four eppies which kick off season 5."

As for Woolsey, if the writing matches Picardo's acting abilities, it will be fine, but I have more faith in the actor than the writers ;)
