This is the first mention. Don S Davis passed away after SG1 ended, so there was no way to acknowledge his death. I think because the next SG1 movie is going to start production sometime this year, they squeezed in that reference. Sometimes they stick a "dedicated to so and so" at the end of an episode in text, but this way they could explain it and then rename a ship.
