He doesn't have that power. Again, the movie almost has to be made because it would be bad from the business perspective. These people will need to get jobs in other projects later and if they screw up they won't work.
I'm pretty certain it will happen. If they film it this year it will be late, like October or November. Malpoopsi has no say whatever at all in who is in the film.
