I've been lucky NOT to have tripped over folks doing that, but when I went to a Worldcon a long, long time ago, there was a HUGE box in the dealers room of free condoms. I stared at them and a friend who did cons all the times said "Oh yeah, lots of folks come to cons just for the sex!"
