Apparently when you click on the Up arrow when it's dark green and you already voted, it removes your vote. It may look like your vote increased the count, but that's because of other people voting. I guess there's some attempt to prevent folks from just multiple clicking to increase the vote. So only click when the Up arrow is light green.
You can also click on the Red down arrow for everyone else to decrease their net vote.
