I've been assuming both shows are dead for quite a while. So many of the actors said they're not hearing much, if anything, about the DVD movies, so I figured it was unlikely they're ever going to happen. I think David Hewlett was only half-joking about buying stuff from the props sale to make their own show. ;)
If MGM ever did pony up the dough later on, there's more risk of one or most cast members unable to take the job due to other work commitments. That would make their fan groups unhappy at a minimum, but it could also mean some really warped storytelling to explain why their character isn't there.
I think MGM put all of their eggs in the SGU basket. Possibly a better idea financially to get sure money out of Skiffy for a weekly series than risk a one-shot direct-to-DVD release on their own. It might get shown on Skiffy or elsewhere later, but they probably wouldn't get nearly as much money.
