They get away with a lot (saving money) filming in places that don't have strict rules. not only that, there's nothing like OSHA (occupational safety and health administration) to go investigate what happened to try to make sure it doesn't happen again. if i recall, the police there (hong kong?) blamed him for the accident. said he was reckless or drunk or something.
