Photo Shop or PaintShop Pro? Help wanted

Everybody is doing such cool icons and banners and such and I want to do it, so, what's the best package to get? Right now I have windows 2000 but will probably  need something that will be usable on (ack) Windows Vista...

I use Photoshop, but Paintshop Pro also works well, especially if you don't want to pay the amount of money you need for Photoshop. Although I'm not sure what the full version of Paintship costs to tell the truth.

There is also this one graphics program I hear alot of that apparently is free called "GIMP" I believe.

I know that I don't plan to spend more than $100 or so, so the full sized Photoshop is definitely out of the question. I think Paintshop full version is maybe $149, which is doable.

GIMP? Hmm, must see about that.
