Photo Shop or PaintShop Pro? Help wanted

wraithfodderEverybody is doing such cool icons and banners and such and I want to do it, so, what's the best package to get? Right now I have windows 2000 but will probably need something that will be usable on (ack) Windows Vista...
Advice??
